The biggest variable is you have no idea how many of the resources will be in game, how much the dragon will move, if the tile you need to finish a certain city was included. Theres a little too much chaos to say for sure that youd even notice it getting in your way, but Id like to think theres a certain mathmetical harmony on the developer side to keeping a balance of how many tile sides are represented per expansion. If you happen to overload the draw pile with tiles whose borders are a higher concentration of, for example, city, you increase the likeliness of having huge cities that dont close or tons of tiles that dont have legal places to be placed because all the cities closed quickly. The thing about Carcassonne tiles is, by the games own design law, they only have three possible border choices, with 4 borders per tile road, city, field. The ferries (mini expansion from big box) are the only ones of the top of my head right now that wouldn't really work without their rules. So you can use almost every tile in the game with or without the rules for it.
